Static or Dynamic Web Site ?
The difference between both is crucial.
A static web site is made of HTML (Hyper Text Mark-up Language) pages, created by a webmaster. Each modification on a page must be done by hand and then saved again on the server. With a dynamic web site, the page's content and layout are generated independently. The webmaster defines once for all a template for the layout, within which the content, most of the time stored in a database, comes to fit. It is therefore much easier to add and update the whole site, via a simple web browser, without having to care about the design and layout.
